[html4all] closed issue-tracker issues

Hi Josh,

That was a very old message I sent. I'm not sure if you've just  
received it, but I've seen such strange behavior from our list server  
in the past. Laura provided a great followup message that  After that  
message we managed to get both issues re-opened. Though it seems  
pretty clear Ian plans to remain an obstacle to both improvements as  
long as he is given free reign.
